BI Publisher 12c Removes Random Spaces from RTF Template after Upload (Doc ID 2473175.1)

Symptoms

After uploading the RTF template, BI Publisher 12c removes random spaces from template and report's output in case the template contains special characters like Cyrillic characters. 
The issue does not appears BI Publisher 11g.

After uploading the template. The result can be seen in report's output or if download the template from server
