Symptoms
On Windows 7 or 10, when staring JDeveloper(10.1.3.5.0) for EBS 12.2.5, it fails with the following error :
Unable to launch the Java Virtual Machine located at path:-
\jdev\bin\jdk\bin\client\jvm.dll
