Concurrent program 'Check For Data Removal Constraints' does not start in
Japanese session.
Concurrent program "Check For Data Removal Constraints" is started in English
session.
STEPS

The issue can be reproduced at will with the following steps:
1. Open Person Data Removal page
2. Select Action "Check Constraints", and push "Go" button.
