Symptoms
On : 12.2.5 version, Purchase Order
When approver open BPA, click 'Price Breaks'
the following error occurs.

The issue can be reproduced at will with the following steps:
1. create BPA by user A > submit to user B for approval.
2. forward BPA to approver C
3. approver C open BPA > click Price Breaks, system shows error message above.
