Goal

QUESTION:
Why is it the Oracle Sourcing application allows users to Create an Submit RFQ's without Supplier Site and Contact for the invited suppliers.
But system is not allowing to select the supplier without contact while creating Surrogate Quote.

We are expecting system should stop the Buyer to publish the RFQ without Supplier site or Contact for the selected suppliers.
