Not able to view Global Requester across Business Groups
The following are the profile options set for Global Requesters.
1. POR: Override Requester : By All
2. HR: Cross Business Group : Yes
3. Assigned iProcurement for Cross Business Groups for User (<OU1> - iProcurement, <OU2> - iProcurement)
Both of these profile options set at Site Level
Now employee <EMPLOYEE NAME> belongs to <OU1> and when trying to create Requisition in <OU2> and trying to reassign the requester they are unable to find this employee.

STEPS

The issue can be reproduced at will with the following steps:
1. Following profiles set:
POR: Preferences - Expenditure Org = (Resp=86)
POR: Override Requester = (Site="By All")
HR:Cross Business Group = (Site="Yes")
2. FND Define Users added the following responsibilities
<OU1> - iProcurement
<OU2> - iProcurement
3. iProcurement > Shop > Non-Catalog Request
4. In Shopping Cart in Delivery region select Requester as <REQUESTER NAME>
- Create Requisition and <REQUESTER NAME> user defaults, ct is changing Requester to <EMPLOYEE NAME>
5. Search and Select: Requester for search by Name: <EMPLOYEE NAME>
