Symptoms

On : 12.2.4 version, Offers

When a specific Recruiter is attempting to create an offer for an applicant ,
the following error occurs.

ERROR
Your security profile does not allow you to create offer for this vacancy



STEPS
The issue can be reproduced at will with the following steps:
1. Using responsibility
2. Select a vacancy then an applicant for this vacancy
3. Select Create Offer
4. Error occurs
