RUN-TIME ERROR '1004' with Create Document when Other EXCEL Macro Is Opened (Doc ID 2479062.1)

Symptoms

 RUN-TIME error '1004' is encountered with following message when downloading
DIF Excel sheet.
excel runtime error 1004 method vbproject of object _workbook failed


This error is encountered when other EXCEL macro sheet is already opened with
[Enable Content] untouched (which means macro is still not running for that
sheet) on the client PC which might happen among business users.

The issue can be reproduced at will with the following steps:

1. Open any Excel macro with keeping [Enable Content] button untouched.
2. Create Document with DIF, open it and click [Enable Content] button
3. Maro runs for both DIF Excel and the previously opened Excel macro in parallel
4. Following error message is encountered on PC
