Using Purchasing, Version 12.1 and also in Release 12.2.3 through 12.2.7.

Actual:
Cannot create, view or update Purchase orders from Buyer Work Center. Clicking on PO Number or Create New Purchase Order gives error Exception Details.

Expected:
The error should not occur.

Replication:
The issue can be reproduced at will with the following steps:
1. Purchasing - Buyer Work Center - Orders
2. Click on a purchase order to update it - and the error is received.
