APP-PSP-138500: The employee has labor encumbrances in Oracle Labor Distribution that have not yet been transferred to Oracle General Ledger and Oracle Grants accounting   You can perform this action after rolling back labor encumbrances for the employee from Oracle Labor Distribution using the PSP:Rollback Create and Update Encumbrance Lines concurrent process

The issue can be reproduced at will with the following steps:
1. Run PSP: Liquidate Encumbrances for Employee Termination process
2. Run PSP: Encumbrance Summarize and Transfer process and this  program failed with the following error(s) :
General Ledger/Grants Accounting has rejected one or more encumbrance
liquidation transactions. Encumbrances were not processed for assignments and
for time periods that have rejected liquidation transactions. Run the PSP:
Encumbrance Liquidation Exception Report process to see a list of rejected
transactions and rejection reasons. Correct the rejected transactions and run
the PSP: Encumbrance Summarize and Transfer process again.
