When attempting to submit the Year Begin Pre Process (YEPP) the following error occurs.

1. Applied Year End Phase 1
2. Submit the Year End Pre Processor (YEPP)
3. observe the error

The issue has the following business impact:
Due to this issue, users cannot submit the Year End Pre Processor which is required to produce legislative W-2s, etc by January 31, 2019
