Profile POR : CA Certificate File Name Gets Updated Running Autoconfig

Symptoms
On EBS 12.1.3 When running autoconfig (when applying a patch for example), profile POR : CA Certificate File Name is reset to a default value
The profile POR : CA Certificate File Name should be remaining the same, so that it does not have to be manually reset everytime autoconfig is run
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change the value of profile POR : CA Certificate File Name to a new value
2. Run autoconfig as part of patching/maintenance
3. Check profile POR : CA Certificate File Name and can see the value changed back to the old one
Due to this issue, users have to reset the profile POR : CA Certificate File Name every time autoconfig is run
