Learners are unable to view and to enroll to courses because nothing is displayed in Browse Catalog & Search results in Learner Self-Service responsibility.

The issue can be reproduced at will with the following steps:
1. Using Learner Self Service responsibility
2. Navigate to Learner Home
3. Nothing is displayed in Browse Catalog & Search results
