Unable To Update The Calculate Price Flag From 'Freeze Price' To Partial Price Due To Missing Price Adjustment Record (Doc ID 2482927.1)

Symptoms

When attempting to set the calculate price flag = Partial Price on line 2.1
the following error occurs.

ERROR
You are not allowed to update Unit Selling Price because:
  Unit Selling Price Can Not update for Booked Orders



STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Query order
  Line 1.1, calculate price flag = Partial Price
  Line 2.1, calculate price flag = Partial Price
  Line 3.1, calculate price flag = Freeze Price

4. Update line 2.1, set to calculate price flag = Partial Price
  Receive error message:
  You are not allowed to update Unit Selling Price because:
  Unit Selling Price Can Not update for Booked Orders
