Symptoms
On : 12 version, Customers Module.
Error when assigning a Taxpayer ID to an account in customer form.
ERROR

The Taxpayer ID is already used by XXX. Please enter a different Taxpayer ID.
STEPS

The issue can be reproduced at will with the following steps:
1. Receivables responsibility
2. Customer form
3. Add taxpayer id
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot enter duplicate taxpayer id.
