ACTUAL BEHAVIOR
---------------
When attempting to import a PR with approver_id with encumbrance in use, PR in process and approver action is null

EXPECTED BEHAVIOR
-----------------------
The PR is approved and the action is APPROVE

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Insert the requisition open interface
2. Purchasing -> run the requisition import request, with 'Initial Approval After Reqimport' as Yes
3. Purchasing -> requisition summary - find the PR. The PR is in process, and the action history is with null action type for the approver.
