Symptoms

Actual Behavior
PO: Notify Buyers when purchase requisition is assigned not working

Expected Behavior

Buyer should be notified when the PR is approved 

Steps
The issue can be reproduced at will with the following steps:
1. Create a PR and provide the suggested buyer at Lines
2. Approve the PR
3. There is no notification sent to the buyer
