Unable to submit PO for approval created by CREATEPO workflow from BWC (Doc ID 2493572.1)

On : 12.1.3 version, Approvals - Req, PO

Actual Behavior
PO created by CREATEPO workflow and open from Edit Document link does not have Submit button.

Expected Behavior

Submit button should be available when the PO is opened from the notification created by CREATEPO workflow

Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Create a PO using the CREATEPO
2. Submit for approval
3. Open the notification sent  to the buyer
4. Click on edit document
