Symptoms

On 12.2.3 version, Oracle Access Manager
Attempting to setup an EBS accessgate from Document: 2339337.1
At the end of section 4.2, while  attempting to access the WebGate/Accessgate (the line after the bounce of the OHS)

The browser returns an:

The issue can be reproduced at will with the following steps:
1. Do section 4.2 of note 2339337.1 and while attempting to access the WebGate/Accessgate (the line after the bounce of the OHS)

2. The error is seen while attempting to access the WebGate/Accessgate after doing all the steps.

The issue has the following business impact:
Due to this issue, users cannot complete the integration
