Future dated Contract Purchase Agreement cannot be selected as source document in PO Forms.

Expected Behavior

Users should be able to select future dated CPA as a source document in PO Forms.

Steps to Reproduce

Create a CPA with future effective start date.
Create a Standard Purchase Order.
In PO Lines, under Reference Documents tab, Contract List of Values does not list the CPA created in Step1.
