Unable To Move Applications Folders Using FNDLOAD Utility

Symptoms
After creating a folder under "Order Management Super User" Responsibility the display of few fields (like F1, F2, F3)+ were changed.
While creating this folder, the display of tabs on the form e.g "Others" was selected.
The following command was then used to download this configuration.
FNDLOAD apps/{pwd} 0 Y DOWNLOAD $FND_TOP/patch/115/import/fndfold.lct MyLDT_Folder.ldt FND_FOLDERS NAME="SO_CREATE_SIMPLIFIED_Manual"
Then, when uploading this folder using the FNDLOAD utility, only the fields properties are migrated and not the tab.
FNDLOAD apps/{pwd} 0 Y UPLOAD $FND_TOP/patch/115/import/fndfold.lct MyLDT_Folder.ldt
The fields F1, F2, F3 are displayed as per the folder setting but this folder doesn't show the OTHERS tab.
