Symptoms
The Oracle Application main login page takes up to a 16 character password. The preferences
password change page allows up to 21 characters.
This would allow someone to change a password to 20 characters but then they
would not be able to login to the main page.
These two password length limits must match so that it is not possible
to set the password longer than the login page will accept.
