Error when creating a blanket release in Purchasing system is still validating the
expenditure item date on PO release.

Happening even if the profile option is set to none
   "PA: Validate Expenditure Item Date for Open Period'

ERROR:
There in no open or future PA period for the given Expenditure Item Date and GL Date

2. Experiencing the error on the distribution.
