Symptoms

When attempting to run any Oracle Reports based Concurrent Program,
the following error occurs:


STEPS
-----------------------
On Windows 2012 Server
Upgrade from 11i, 12.1.3, 12.2.0, then finally 12.2.7
Can run report from command line, outside of Concurrent Managers

BUSINESS IMPACT
-----------------------
Cannot run most reports.
Including Active Users

Changes

 Upgrade from previous EBS 11.5 and 12.1 versions
