ACTUAL BEHAVIOR

When trying to create approved PO using BSO, PO creates in Incomplete status

EXPECTED BEHAVIOR
-----------------------
Expect when approved PO is created using BSO, approved PO is created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load Payload with AuthorizationStatus = APPROVED
2. Review the PO created
3. PO in Incomplete
