Profile Option 'OZF: GL Date For Accounting Sweep' is not Working as Expected

Symptoms
Users have a situation where the profile 'OZF: GL Date for Accounting Sweep' is set as 'Current Open Period' and there are utilizations with previous period GL dates pending for accounting. Previous period is also still open, but utilizations are not getting posted to previous period though its still open (accounting is posting to 1st day of current period).
Eg: -Utilizations GL Date in Ozf_funds_utilized_all_b: 10-May-18
- Sysdate : 18-Jun-18
-May GL period status : Open
-June GL period status : Open
Expectation is above profile option should sweep utilizations only if previous period is closed.
