When an employee is rehired and then terminated, the Record of employment process when run for the second termination is archiving data from the first period of employment

The issue can be reproduced at will with the following steps:
1. Hired an employee
2. Paid employee
3. Run the record of employment process, it is correct
4. Terminate the employee
5. Re-hire the employee creating a -2 assignment
6. Paid employee
7 . Terminate the employee
8. Run the record of employment for the -2 assignment
9. Data is archiving on the 1st assignment instead of the -2 assignment
10 ROE Worksheet and interface are empty
