Symptoms
ORDER RELEASE - MOD - PROPAGATE CHANGES Agent action is not working as expected when an update is sent to OTM
When update was sent to shipment it is expected that the special services will be replaced instead it was added to already existed special services
under the Financial tab of the shipment
