Symptoms

ACTUAL BEHAVIOR
---------------
Added 3 new grades in grade ladder and updated salary rates effective 3/1/19,process completed successfulley however when trying to add salary rates none of the salary rates are visible

EXPECTED BEHAVIOR
-----------------------
Salary rates will be visible for the new grades.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Total Compensation Setup Wizard > grade Step Progression
2. Update Affected grade
3. Review Salary Rate
4. No data is displayed.
