When POASLGEN Called From API the Sourcing Rules and ASLs Are Not Generated From Blanket Agreements (Doc ID 2524152.1)

Actual Behavior
Run "Generate Sourcing Rules and ASLs from Blanket Agreements" for the BPA but sourcing rules and ASLs are not generated.

Expected Behavior
Run "Generate Sourcing Rules and ASLs from Blanket Agreements" for the BPA and the sourcing rules and ASLs should be generated.

Steps to Reproduce

Create Blanket Agreements(BPA) with incomplete status
Using API of fnd_request.submit_request to call POASLGEN - "Generate Sourcing Rules and ASLs from Blanket Agreements"
Checked sourcing rules and ASLs are not generated

After Patch.18910509:R12.PO.B with POXWSRAB.pls of 120.3.12010000.11 or above this version.
