Symptoms

While implementing change order for a revenue budget, the following error is displayed:

ERROR
-----------------------
ORA-00001: unique constraint (PA.PA_FP_MERGED_CTRL_ITEMS_U1) violated.
ORA-06512: at "APPS.PA_FP_CI_MERGE", line 13358

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Projects SU Responsibility -> Project Management->Control->Change Orders->Implement Impact->Implement 
Financial Impact
2. Select Plan Type, click on Implement
3. See the error.
