Italy Localization: AR Transaction form Error - "The transaction date should be less than or equal to the GL Date" (Doc ID 2526269.1)

Reported Issue

Italian localization - Getting error on ARXTWMAI (At Transactions Form) .
On entering AR transaction for Italian Operating Unit (with localizations enabled) with Transaction Date (say 10-JAN-2019) 
which is less than GL Date (say 23-JAN-2019) below error occurs even though the period status is open in the sub ledger.
 

ERROR

The transaction date should be less than or equal to the GL Date.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a AR transaction with the transaction date, less than or equal to GL Date.

The issue has the following business impact:
Due to this issue, users cannot create AR invoices
