Symptoms

After upgrading EBS 11.5.9 to 12.1.3 (upgrade DB to 11.2.0.4), during startup of the AP Tier, the following
error is encountered.

STEPS
-----------------------
1. Upgrade EBS R11.5.9 to R12.1.3 (upgrade DB to 11.2.0.4).
2. Execute AutoConfig in DB Tier, and AP Tier.
3. Startup AP Tier service.
