R12: Project Performance Reporting - ITD/ PTD Values are not Getting Updated in the Performance Report Tab for Some Projects (Doc ID 2528148.1)

Symptoms

ITD and PTD values are not getting updated in Performance Reporting Tab for some of the projects.  No data is shown for 'Period To Date' Budget and Actual and 'Inception to Date' Budget fields yet the Budget Amounts are viewable in the Budget and Forecast Page.  This is only an issue for SOME projects.  

PSI Reporting period it is set to current reporting period now still values are not getting updated.  Customer is looking for the correct values in PPR and ITD PTD budget values instead of zero.
