Sales Order Schedule Ship Date is not populated automatically if there is no On Hand Qty available for ATP items

EXPECTED BEHAVIOR
Expect Schedule Ship Date to populate

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench, Order Organizer > Enter order
3. Find Schedule Ship Date isn't populating

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot populate the schedule ship date as expected.
