The Bank Account Transfer errors with the following:

Bank Account Transfer has failed validation

The following error is seen in the FND Debug Log:

ce.plsql.CE_BAT_API.iby_validations EXCEPTION:ORA-06502: PL/SQL: numeric or value error: character string buffer too small

The issue can be reproduced at will with the following steps:
1. (N) Bank Account Transfers window
2. Create a BAT and click on Validate
