Award link showing in iProcurement for Incomplete Modification
In iPro, when a requisition is referenced by an award, the award number is displayed in the Award column. If the award is in "Incomplete" it will not show as a link, but if it is approved, it will. However, in this case we have a base award (95332418F0142) that did not reference any requisitions, and then a modification was created based on req DPE-PR-18-0126. In iPro, even though the Mod is still in draft, the award number is showing as a link. And when you click on it, it displays the base award details and status as "Approved."
This is confusing to the client.
EXPECTED BEHAVIOR

It is expected that the status would show as incomplete or in-process.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
(1) Created an award without a PR and approve
(2) Create a modification from a PR and save
(3) Go to iProcurement the award number is showing as a link even though the Mod is still in draft.
(4) Click on the award link and this will displays the base award details and status as "Approved
