Cannot Upload Report Manager Templates (Doc ID 2541516.1)

EBS 12.2.7 version

In Report Manager cannot upload templates.

The issue can be reproduced at will with the following steps:
1. In Report Manager

2. Download a template using the Financial Report Template Editor.

3. Attempt to upload the template to the EBS repository. The template upload just hangs.

You just upgraded to EBS 12.2.7.
