GMS: Submit/Baseline Award Budget completes successfully, output shows the baseline was successful

The baseline budget version was successfully created and a project budget for project (<Project Number>) was summarized.

But there is no new baselined budget created.

When the customer returns to the budget, there is no new budget version and the previous version is in Working status.

Reviewing the GMS: Submit/Baseline Award Budget program debug log file shows the following error messages;
