Enterprise Command Center Data Load (ARECCDLCP) Failed for Receivables (AR) (Doc ID 2543416.1)

Symptoms

User was trying to implement Enterprise Command Center per <Note 2409163.1> to apply patches and complete the installation steps.
The Command Center was working fine for Oracle Order Management (OM), and Oracle Payables (AP), but failing for Oracle Receivables (AR).

The ARECCDLCP: Receivables Command Center Data Load program was failing with following error that submitted with following parameters:
  pSystemId -> EBS
  pLoadType -> FullLoad
  pLogLevel -> ERROR
  pTraceFlag -> TRUE

Program Log file was showing following error:

OTHERS exception while initializing temp table ORA-01400: cannot insert NULL into ("AR"."AR_ECC_PROCESS_T"."ID")
