POR_CUSTOM_PKG.CUSTOM_DEFAULT_REQ_LINE does not work while update or edit requisition line (Doc ID 2543811.1)

ACTUAL BEHAVIOR
---------------
Price Overrides Back to Original Item Cost After Requisition Submission or Save

EXPECTED BEHAVIOR
-----------------------
Price should remain unchanged after submission or save

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From iProcurement enter an Item number into the Search engine for the Main Store
2. Add the item to the Cart > View Cart and Checkout
3. Item is showing the new Price set via CUSTOM_DEFAULT_REQ_LINE correctly
4. Update / Edit Line - Change Need-by-Date or Quantity
5. Press Apply, Submit the Requisition or Save
6. The price has changed back to the original cost of the item
