ACTUAL BEHAVIOR

When executing any action on a shipment that requires special services to be loaded, the following exception is seen

ERROR

EXPECTED BEHAVIOR

It is expected to be able to run any action on a shipment with no error

STEPS
-----------------------
The issue can be reproduced running any of the following actions:

Assign/Unassign Driver
Recalculate Shipment Stop Times
Check Shipment Feasibility
Build Shipment
