Symptoms
When migrating from 12.1.3 to 12.2.8 the following error occurs.

The issue can be reproduced at will with the following steps:
1. Apply Pre-requisite patches for Upgrading from 12.1.3 to 12.2.8.
2. Try running the Update driver Patch, see the error mentioned
