ADADMIN Is Not Generating Forms (Doc ID 2551376.1)

Adadmin is failing to compile certain JL forms, but the same compile successfully when done manually. Forms versions on database and application tier difer.

Steps to reproduce the issue:

1. Regenerate all AR forms and libraries via adadmin:

     a. Run adadmin
     b. Generate Applications Files menu > Generate form files
     c. Respond the following questions as follows:

         Do you want to regenerate Oracle Forms PL/SQL library files [Yes] ? Y
         Do you want to regenerate Oracle Forms menu files [Yes] ? Y
         Do you want to regenerate Oracle Forms executable files [Yes] ? Y
         Enter list of products ('all' for all products) [all] : JL
         Generate specific forms objects for each selected product [No] ? No

2. Adadmin will compile just a few JL forms and will leave several uncompiled
