Incorrect QuickPay Results if the Assignment Organization is Reverted (Doc ID 2552436.1)

Symptoms

If the element links are created with the organization and the assignment organization is changed and reverted in the middle of the pay period, QuickPay returns incorrect result.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

   Pay Period:
   9 2019 Bi-Week
   Start Date: 4/21
   End Date : 5/4

1.  Create element links
   
   

   ELEMENT_LINK_ID	ELEMENT_NAME	ORGANIZATION
   111	Regular Salary	XXOrganization1
   222	Regular Salary	XXOrganization2

1. Update Assignment organization from XXOrganization1 to XXOrganization on 4/30.
    Salary and element entries are also updated on 4/30. (* Salary amount is not changed)
   
   
2.  Run QuickPay and the results look as below.
    Regular Salary 4/21 - 4/29 48 hours $1151.54
    Regular Salary 4/30 - 5/4  32 hours $1107.69
    (Total 80 hours $2769.23 -- This is correct)
   
   
3. Rollback the QuickPay.
   
   
4. Undo the organization change. Salary and element entries changes are not reverted and they are still date-tracked on 4/30.
   
   
5.  Run the QuickPay and the run results look as below.
    Regular Salary 4/21 - 4/29 48 hours $1151.54
    Regular Salary 4/30 - 5/4 80 hours $2769.23
   (Total 128 hours $4430.77 -- This is incorrect)
