GST: Not able to modify Tax Category in India Tax Details form of AR Transaction (Doc ID 2554203.1)

Symptoms

On : 12.1.3 version, GST Receivables

ACTUAL BEHAVIOR
---------------
Tax Category field is grayed out for manual AR transaction which is still not completed.

EXPECTED BEHAVIOR
-----------------------
Tax Category field should be editable for AR transactions which is not yet completed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a manual AR Transaction.
2. Go to Tools > India Tax Details form.
3. Notice that Tax Category field is grayed out.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot determine the correct tax liability.
