ACTUAL BEHAVIOR
---------------
In HRMS application some of person assignment records exist with incorrect record history.
Records are created with user_id and login_id as 0 - SYSADMIN.
EXPECTED BEHAVIOR
-----------------------
In all assignments record record history should be correct.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login in application
2. Select XX HRMS Manager responsibility
3. People > Enter & Maintain > Create a new person record
4. Against the person record, select "create employment" - this creates an assignment record.
5. However the assignment record's created_by is user_id and login_id as 0 in PER_ALL_ASSIGNMENTS_F table.
