Symptoms

ACTUAL BEHAVIOR
---------------

In R12.1.3. and R12.2.X, Errors out when employee (Appraisee) apply and update next objectives. HTML tags appears in competencies on Supervisor's (Main Appraiser's) "Give Final Ratings: Review" page. Follow by a Objectives Java Exception.

EXPECTED BEHAVIOR
-----------------------
No HTML tags in the competencies.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager Self Service
2. Update Competencies
3. HTML tags are visible.
