Payroll Process and QuickPay fails with the error below.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Apply patch:28669292 (HR_PF.B RUP12).
  2.  Login as US Super HRMS Manager responsibility
  3.  Submit QuickPay
     (N) FastPath > Run QuickPay
  4. Error occurs
