Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Apply patch:29813756(Q2 2019 SPWL & JIT STATUTORY UPDATE).
- Apply any of the patch that generates form files or run adctrl to generate form files.
- PAYUSDJC.fmx fails to generate.
